Organizational and economic aspects of the development of housing-and-municipal complex in Russia

Importance In the context of housing reform in Russia matters of the organization and functioning of the housing sector are the most relevant. The subject of the research is the housing sector of the economy and its transformation in the context of the reform.
     Objectives The purpose of the study is to identify the internal characteristics and regularities of housing and public services, as well as the search for new models of its functioning and development.
     Methods Using the econometric methods, I have analyzed the peculiarities and laws of functioning and development of housing-and-municipal complex.
     Results At the current stage of the reform, the main idea of which is the transition to the new model of spatial development of the Russian economy, one of the key tasks that requires input from a variety of factors, is the search for new approaches to the management of housing and communal complex. The study of normative documents, regulating the housing and communal complex reform, reviewed internal peculiarities and regularities of the reforms. I have analyzed the current situation in the housing sector, proposed the directions of the implementation of the program of activities for the promotion of competition in housing complex on the basis of a cluster approach, and provided tools for State support to clusters in the housing and communal complex. My article can be used as guidelines for further improving the regulations governing the housing and communal complex and applied in teaching disciplines on reforming the housing and utilities complex.
     Conclusions and Relevance I concluded that the development and implementation of program activities to promote competition in the housing sector may be part of the establishment and functioning of the investment and construction cluster, and I am offering its main course of action. The implementation of these measures in the framework of a common strategy to reform the housing and communal complex will allow its members to work on the basis of a transparent long-term organizational and financial model, which takes into account the peculiarities of financial and economic relations in the industry.
