Importance The article is devoted to finding an economically viable and socially equitable method of sharing the budget for the maintenance and operation of the social infrastructure. The problem of financing of social infrastructure has recently become more important due to the increased attention to the human role in socio-economic processes while increasing State control over the spending of budget funds.
Objectives The aim of this study was to validate and propose to use the most appropriate method of allocation of the budget between the objects of social sphere that would contribute to the improvement of their security.
Methods In this regard, we have made comparative calculations of three methods on the basis of one, two and three standards. Using statistical methods, we have analyzed the various options for financial sustainability of the social infrastructure of the regions of the Siberian Federal District. For the evaluation, we used three criteria: economic, social, spatial.
Results We give proof of the expediency of application of the method of distribution of budgetary funds between the regions to finance social infrastructure with the help of three standards. Particularly, we mean hospitals: one hospital bed per one thousand residents, per one unit of area.
Conclusions and Relevance We concluded that the most appropriate option for financing of social infrastructure is the distribution of the budget by the method of three regulations that ensure a balance between the interests of three factors: the economy, society and space. The results obtained can be used for the calculation of the financial budget for social services of regions to enhance equal access to social services.
