The article pursues the research of Yakutsk as its subject. The authors consider the city's different perspectives: the criteria for urban agglomeration allocation, the issues of the urban district for the agglomeration development with the delineation of approximated boundaries of the agglomerated development zone. The city center and its suburbs constitute a mutually connected body, which forms an integrated whole. In addition, the city district has a high level of functional connectivity with its suburb of the settlements hierarchy: legal and administrative, financial, as well as with the historical and economical dependencies. Besides, the city district possesses a labor market integrity, and the real estate, and land plots. The authors point out that the connections between the urban districts are very tight. The residents of the adjacent territories make numerous trips to the city for a variety of reasons: economic, labor, cultural, domestic, administrative and political, and also organizational and economic ones (the city hosts the higher level administrative and power structures). Thus, Yakutsk, after its transformation into municipal urban district, is already being developed as a mono-centric agglomerated body, since the city is the regional leader. The authors point out that there is evident connection of the suburban areas gravitating to the core leader (the single financial area, commuting, the development of the freight and other flows), with the assumption that Yakutsk has high-level administrative functions and because of its size and economic potential, it is able to form the associations (agglomeration areas) in the territory that constitutes a larger territory than a city district.
