One of the main directions of improving the food security of the Russian Federation is the development of poultry, which contributes to an increase in volumes of production of the domestic fowl and eliminate the existing dependence of Russian consumers on imported products. Poultry industry takes the leading position among the other sectors of agricultural production, since birds are notable for high productivity and intensive growth. Therefore, studying the world and domestic poultry industries' experience is highly relevant at the present time. The aim of the study is to analyze the current situation and rationale for the priorities of the effective functioning of the poultry industry in conditions of the WTO membership. The importance of the research increases in conditions of realization of the State program "Development of agriculture and management of agricultural markets, raw materials and food for the 2013-2020" and the sectoral operational program development of the poultry industry in the Russian Federation in 2013-2015. In this work, with the help of the general scientific and economic-statistical methods, we have conducted research monitoring of the development of poultry industry in the context of the world food problem and the requirements and parameters embodied in the Doctrine of the food security of the Russian Federation. We described the factors and prognostic indices for cost and profitability of production. We concluded that the solution of problems to increase the efficiency of poultry should be carried out in parallel with the general rise of material-technical base, modern technologies of production, improvement of the economic environment of management. The results of the scientific research were used for developing a crisis management system of financial and economic activity of the Orlovsky Leader poultry LLC, branch no. 2 of the Orel region.
