The purpose of this paper was to find out how the ideas of transparency and accountability were mirrored in Russian universities' practices over the last decade. Quantification and Scientometrics have become the main instruments for the implementation of these ideas. The case-study was designed to show the dynamics of Russian scientists' interest to the universities' activity metrics, by the means of the National Electronic Library (e-library.ru). The article discusses two major trends of the transparency technologies in Russian education: how much to pay and what for. The author stresses the lack of understanding of the ultimate goals of the reforms and the simulation nature of many of their manifestations.
