The article deals with the problem of evaluation of the company’s strategic development in the formation of its investment policy. The authors proposed a behavioral model to assess the business risks and to select the type of control of the company’s top management. The worked out tools diagnose the strategic goals of the company and aid in determining its investment policy in line with the development strategy.
