The authors analyze the basic prerequisites and determine the prospects of the further formation and development of the Russian national innovation system. A lack of coordination of interests of all the society and social groups makes any essential shift of a paradigm of psycho-public infrastructure in the direction of innovation and modernization impossible. This as well refers to the lack of optimization of interaction of civil society structures and institutes.
