A determination of the prospective traffic flow, as a kind of demand, is very important to validate highway construction concession projects. On the basis of Wardrop's behavioral principles of transport network users, the author estimates the equilibrium tariff value and value of the predicted traffic flow, which help to justify the efficiency of the project. The author draws a conclusion of a possibility to apply the mode referring to groups of users.

Keywords: demand, concession, tariff, highway engineering, risk
