The article considers the positive experience of the government procurement system functioning in connection with the federal-contract-system putting into effect at federal, sub-federal and municipal levels. The structure of distribution of signed-contracts costs, depending on the ways of orders placing, indicates that the greatest part of them is with the subjects of natural monopolies, and a little bit less - with the open competitive tenders. A rather considerable proportion of the orders goes to the state unitary enterprises.
