In article rates of economic growth in Russia in 2005-2013 are analysed, factors and limiters of economic development of the country in the analyzed period are designated, the maintenance of measures of the Government of the Russian Federation in the field of the budgetary economy is considered. The conclusion is drawn on expediency of building of the public expenditures on science and education for stimulation of high-quality economic growth in Russia due to use of considerable financial resources of reserve funds of the country.
