In article are analysed value and formation prerequisites in the region of a social and economic cluster. Approach to development of criterion and a technique of Pareto-optimizatsii of parameters of a tourist and recreational cluster as kernels of future cluster of the region in the form of the most effective indicators of functioning in the conditions of multidimensionality of a solved task is presented. Ultimate goal of creation of tourist and recreational association of group of companies is creation on its basis of a social and economic cluster of the region which is the prerequisite of increase of efficiency of functioning of the territory.
