The expediency of research fellows' ranking when financing fundamental research is investigated. The efficiency of more productive elite selection among the scientists and concentrating all the financial resources on it is analyzed. The imperfection of formal scientists' ranking criteria is taken into account and the method of forming the requirements to the quality of such a ranking is presented.
