In the article the problem of coordinated development of tax system and firms as a taxation objects is considered. The modeling and management tools, allowing to strengthen adaptation abilities of the enterprises and to expand limits of their controllability in the conditions of dynamics of the external and internal environment are offered. The issues of modeling of the firms' tax burden and tax rates management providing the economic growth and formation of the state budget are investigated.
