In the article the possible functions of technological development centers which are suggested to organize in Russian science-intensive and high-tech industry are considered. The economic-mathematical model of technological development center's operation as a center of manpower development for other enterprises in the industry is suggested, the conditions of mutually beneficial transfer of technological knowledge from the center to the other enterprises are determined.
