The aggravation of the territorial competition sets a task of continuous monitoring of opportunities of decrease in vulnerability and increase of resilience of the territory which allow estimating competitive immunity of territorial subjects of the Russian Federation and municipalities. In the article development of the card of vulnerability of the territory, and also a technique of determination of force of competitive immunity are offered.
