For successful control of the system of public health it is necessary to fix, to subject to analysis the factors, which influence competitive ability, and also reactions to their changes. In the article the classification of such factors, which influence the system of public health of Russia, is given, their essence is revealed, and the ways of the optimization of the activity of the system of public health are proposed.
