System aspects of resource saving in design of large systems

In the article the optimizing problem of resource-saving at design of big systems is offered. It is shown that because of social and economic, technical, organizational and institutional factors at strategic level in the conditions of uncertainty it is expedient to pay priority attention to resource-saving in the first links of an economic chain. It is concluded that the solution of private problems of savings of resources without due state regulation isn't a sufficient condition for reduction of volumes of environmental management.
