From the position of realization of business management process risk system the optimum scheme of stages of management by enterprise risks from a position of strategic management is created. The interrelation of strategic objectives of the enterprise and policy of risk management on the basis of factors of formation of strategy of management as a whole and risk management in particular is defined. External and internal retrospective factors, conditions and techniques of realization of the effective system of a risk management are revealed, the methods of insurance, minimization and compensation of risks are systematized.
