In the article the first phase of research on the cluster approach in the regional economy in 2005–2011 periods is presented. Comparison of the concepts and methodology of Western School cluster development with the legacy of the planned economy in the form of clusters, contributed to the formation of the theoretical-methodological and conceptual base of the cluster approach in the Russian economy. Now in Russia introduction of cluster approach would be a real, combining both Western achievements and valuable legacy of the planned economy with the active role of the State.
