In the article the methodical tools of justification linearly - dynamic model of optimum development of regional agrarian and industrial complex on the basis of transformation of structure of production in settlement justification of two scenarios - inertial and evolutionary are offered. The practical importance of the received results of the decision considerably is predetermined by methodical preparation of basic data, degree of reliability of their compliance to indicators existing in practice
