Prospects of formation for market quotas on emissions of polluting substances

In the article ecology-economic problems of world and Russian economy and policy are analyzed. The main advantages of the Russian economy in the world market of trade by quotas are revealed. Obstacles for effective international trade in quotas of emissions of polluting substances are found. Possible threats are presented at the no controllable market. The optimum model of trade is developed for their prevention by quotas on the basis of Kouz's theorem.
