On the basis of the research of the rate of housing starts and the results of the analysis of the housing stock is concluded on the need to increase capital maintenance to maintain its expanded reproduction. The essence of new mechanisms of state support and given the economic rationale for the participation of property owners in financing the repair of housing are presented.
