The technique of applying synergetic-institutional approach to evaluating investments in road infrastructure in the region is analyzed in the article. With a view of its adaptation for ensuring efficiency of investment activity in road construction the system of the mathematical equations is created, the empirical way on the basis of expert estimates picked up sizes of factors of transitivity. Definition of dynamics of a ratio of these factors allows to reveal system imbalance.
