In the article the model of economic cluster as the systems of the interacting agents, which pursue individual interests and locating in the conditions of competition and cooperation, connected with the integral development of the integrated formation, is represented. The concepts of the mechanism of functioning, its effectiveness and optimality are refined on the basis of the model of cluster, the formulation of the problem of the design of the mechanism is revealed.
