On the basis of the synthesis of approaches existing in a modern institutional economic theory to the analysis of the content and measuring the effectiveness of institutions and systems theory and Synergetic postulates universal (Basic) characteristics of the quality of the institutional system are defined. Content of determinants of quality of the institutional system are presented and the methodology of gender economy in relation to the system of institutions of gender power is explained.
