The problem of organization of the institutions of regional development is considered, the adequacy of proposals for the establishment of so-called regional development agencies is researched. The experience of management development institutions in the regions of Russia is generalized; the need to improve the quality of planning and analysis functions for solutions at the regional level authorities is shown.
