On an example of development of the offshore wind industry of Germany, one of the most hi-tech and high-risk industrial production branches, the institutional and market factors stimulating private business to industrial development of new technologies are investigated. Possibilities of adaptation of an institutional landscape in the Russian conditions are considered.
