Development of tax the capacity of the budgets of territories in the modernization of Russian economy

Implementation of the tasks of overcoming the consequences of the financial and economic crisis and modernization of Russian economy predetermines the urgent need to strengthen the tax capacity of the budgets of territories. In the article it is researched the reasons for low income base budgets of territories. Measures directed on development of tax potential of the territories are proposed.
