Higher professional education is formed and developed under the influence of various factors. In the article it is presented the classification of these factors and assessment their impact on the functioning of the higher education system. Research has been allowed to establish the reasons constraining development of higher vocational education of Primorsky Krai, to determine the main directions of its development.
