This article explores the formal and informal institutions that give rise to the cyclical nature of economic development in modern conditions. It is identified institutional mechanisms of modern financial and economic crisis. It is necessary to shift the paradigm of state regulation of the markets and changes in the institutional set-up of the world monetary system.
