In general, the notion of "efficiency" is the ratio of the final result (the achieved effect) to the cost of achieving it. As such, the efficiency is an external manifestation of the completeness and quality of resources. However, the functioning of those systems is a manifestation of the connection and coherence of its constituent elements. Therefore, the efficiency of the system is determined by its allocative, organizational, and synergistic properties.
