In article strategic aspects of competitiveness Russian oil and gas clusters in the conditions of formation of economy of knowledge taking into account the time logic of development of technological gap in power industry are considered. The basic groups of the technologies recommended to inclusion in a design portfolio of the enterprises are allocated. The approach to definition of relative density of each of groups of technologies in a portfolio of investment projects is offered.
