This article provides a brief historical background on the evolution of views on the concept of efficiency and improvement of methods of measuring performance. Describes the stages of non-parametric and parametric methodologies for the measurement of effectiveness. The author assesses these approaches. Article provides an overview of foreign studies, comparative effectiveness of the regional economy over the past thirty years.
