Defining optimal cost of creating large technical systems

This article contains statistical treatment of data and tools to prepare data for analysis. Shows that the definition of the characteristics of the system without considering their theoretical dependencies change leads to a sharp reduction in effectiveness of investments. An example shows the definition for the anticipated capital development of submarine-launched ballistic missiles of the Soviet Union.
