The authors propose a method of estimation of the innovative capacity of companies regional petrochemical cluster-based ratings, assessed by strict rules approximating a points scale properties to properties of the scales. When designing the rules of the points used by the analysis of global economic trends and objective limits of development of oil and gas industry.
