This paper introduces a methodology which enables to determine a range of social discount rate values for different spheres of the public sector of economics. As an example an evaluation of a range of social discount rate values for Russia is presented. Furthermore cross-countries comparisons are considered and ranges of social discount rate values for different spheres of the public sector of economics for Perm region are examined.
