In order to better reflect the increment of knowledge processes, translating them into high-value human capital, technological and commercial use in the national economy is proposed to allocate the production of intangible goods in the quality space third sphere of social production - the sphere of intellectual activity. It is for success in this area should assess the level of scientific and innovation activity. Promising organizational form of intellectual activity in the foreseeable future, are national or megaregional integral intellectually centers to serve as a structure elements, the core of the national innovation system.
