In the conditions of globalization of economic relations, complications of administrative problems at level of managing subjects, growth of volume of the information actual become problems of a substantiation of a new paradigm of controlling and formation of its elements in a control system of the enterprise.
     In article the new concept of controlling is proved and the toolkit of operative controlling of the expenses, based on integration processes of analytical and control functions of management by expenses is offered.
