Various aspects of operating techniques and algorithms of calculation of the sizes for financial support from the federal budget, and also a share of participation of subjects of the Russian Federation in financing projects and programs for development of a regional social infrastructure are considered. Necessity as the basic criterion of distribution of federal means between subjects of the Russian Federation is proved to apply a level of budgetary security without taking into account grants for its alignment.
