In presented article authors investigate character of performance operating on territory of the Chechen Republic of programs on restoration and development of social and economic sphere in 2009. Having done the careful analysis of performance of federal and republican target programs, operating in territory of the Chechen Republic, authors do a conclusion, that they became the main and effective tool of the state regional policy in republic. In article problems and threats are defined, facing to the Chechen Republic at the present stage of its development, the concrete algorithm is offered for their decision, considering experience of successful analogues from domestic and world practice.
