Further introduction of the budgeting, oriented to the result, requires the determination of mission and strategic purposes of hospital establishments. The absence of the connection between strategy and distribution of resources is one of the factors, which impede the effective realization of strategy. Appears the need for the determination of means, necessary for achievement strategic purposes, i.e., in the formation of strategic budget.
