In article on the basis of application of the evolutionary approach it is resulted institutional analysis of the state economic policy. Problems of selection of institutes are included in the analysis from positions of the structural analysis and the account of groups of special interests, and also a phenomenon of exception. It allows the author to draw a conclusion that at realisation of measures of the state economic policy it is necessary to consider historical, institutional tendencies of evolution of economic system, and also a stability condition in evolution of an economic order.
