Article reviewed assumptions and constraints associated with the use of tools to assess the effectiveness of social projects. Sponsored by evaluation of social programs have many different by nature social effects. The proposed approach is based on the method of analysis of costs and benefits and quality of life as a comprehensive indicator created social effects.
