In clause problems of formation of management by mutual relations in regional clusters, connected with technological chains are analyzed. It is shown, that formation and functioning regional cluster structures promotes strengthening of immunity to crisis negatives. The base principle of creation regional cluster structures is revealed, necessary and sufficient conditions of their successful functioning are certain. The approach of cluster advantages are proved. The considered problem and theoretical approaches to its decision can be useful to experts in the field of management and logistics within the limits of management of mutual relations with counterparts.
