Effective estimation formation of management system of higher education institutions

Inefficiency and inadequacy of modern management system by high school in Russia doesn’t raise anybody’s doubts, but proposed till now approaches of modernization of management system by high school are still debatable. On the basis of appraisal method application by interviewing different representatives from institutes of higher education the management system developed at universities is analyzed, the general estimation of its efficiency is given and a number of its problem spots is emphasized.
