Analysis of interregional differentiation in providing higher education services by the federal center

Using Gini coefficient, decile coefficient and other coefficients, we analyze the differentiation among sub national units of the Russian Federation in the per capita quantity of higher education services. Comparative analysis of Russia with the USA and Canada is conducted. The analysis shows that the differentiation among regions is too high. It means that the principle of equal for all territories accessibility of higher education is not implemented in Russia. This is a result of absence of a sound regional policy of the federal center, the policy that would aided on equalizing interregional differentiation in the level of higher education services.
