The article deals with the problem of well-balanced increasing of public welfare of a territory, which should be based on socio-ecological-economic effectiveness diagnosis as it advised by the authors. Such diagnosis integrates all the complex of economic results both in production and nonmaterial spheres and in natural environment. It is underlined that computation of production or territorial development should be made not in consecutive or parallel manner but in integrative way, what needs a new state of consciousness and special socio-ecological-economic culture building.
