Overcoming of the modern crisis phenomena in the Russian economy, probably to reach on the basis of increase of competitiveness of a domestic production. In turn it probably to carry out only on the basis of is innovative-technological break that confirms necessity of transition of the country to innovative type of development. In article the basic directions of the Russian innovative policy are considered. The author carries out the analysis of development of innovative activity in the Central Federal District from 2003 for 2007 and the basic laws of development of innovative activity are revealed.
