Article is devoted questions of modernisation of public finances in the conditions of market relations, and also an increasing role of monetary and financially-credit levers in connection with more and more active participation of the Russian Federation in a world financial turn that predetermines necessity of joining to the international conventions, acceptances of the international financially-legal obligations.
     The research objective consists in an estimation of problems of construction and formation of a financial system of the Russian Federation and definition of the basic directions and priorities of its development.
