Problems of strengthening of Russian regions development levels differentiation over the long time are considered in the article. The basic attention was given for question of asymmetry of economic security by capital asserts, witch was generated during the Soviet period and was accruing in after-reform time. Necessity of search of new strategic implements of regional development crisis overcoming, among which it was formation of the modernization budget, was proved.
